Changes in the methodology used to estimate housing tenure in Cornwall

Data from the Office for National Statistics provides estimates of the total number of dwellings in Cornwall broken down by tenure. ONS point out that comparing the 2022 and 2023 figures with earlier years is problematical.
So what changes were there due to the adoption of a different methodology?
With the exception of the components within the owned sector, the other categories and the total appear to be what would be expected. The big changes were in Owned outright which fell by 8,700 while the number Owned with mortgage or loan increased by 9,600. This is where the different methodology appears to have altered the breakdown of tenure figures.
